Charles E. Fisher

Charles E. Fisher, Col, U.S. Army, Retired. Resident of Crown Pointe Care Center,   passed away Wednesday October 26, 2016.

Charlie was born September 8, 1919, Columbus, Ohio. He is preceded in death by his former wife Ruth Rownd,   parents Harry and Louise Fisher, brother Harry H. Fisher, sister Mildred E. Willett Kraus, and brother Robert L. Fisher. Survived by his daughter, Carol L. Starn (Mike), Worthington, Ohio; grandson Michael W. Starn, II (Melissa), Lewis Center, Ohio; granddaughter Stephanie L. Mayer (Jeff), Lewis Center, Ohio, great grandsons Nicholas Charles and Graham Thomas Starn, Lewis Center, Ohio, and numerous  nieces and nephews. 

Charlie was employed by the Columbus Dispatch during his school years , volunteered for military service, and was inducted into the U.S. Army at Fort Hayes on February 10, 1941 as a Private for 1 year military training. He retired from the U.S. Army as a full Colonel September 1979. He also retired from Federal Service (DCSC) with 35 years of distinguished service.

Charlie served with the 166th Regiment, 37th Division. He graduated from the U.S. Army Infantry Officer Candidate School, Fort Benning, Ga., December 17, 1942 and was commissioned a Second Lieutenant.  He was assigned to the 346th Regiment, 87 Infantry Division, Camp McCain, Mississippi. He served in the European Theater of Operation, went ashore at Omaha Beach, and participated in the Normandy and Northern French Campaigns. His last assignment was Deputy Chief, Personnel Division, Office of the Chief of Army Reserve, The Pentagon, Washington, D.C.

He received the Army Legion of Merit, Meritorious Service Medal with Oak Leaf Cluster, Army Commendation Medal, Good Conduct Medal, USAR Outstanding Achievement Medal, French Campaign Victory Medal, WWII Victory Medal, and Arizona Distinguished Service Medal.  He was a graduate of the U.S. Army Transportation Corps Basic and Advanced Courses, the Logistics Management Course, the Command and General Staff College, and the State Department Foreign Service Institute.

“The Colonel” as he was affectionately known in his later years, believed that one should not only participate, but be willing to hold a leadership position. He was elected Vice President for Army of the Reserve Officers Association and diligently led the capital campaign to erect the ROA Building in Washington, D.C. Charlie held leadership positions in the Military Officers of America (formerly the Retired Officers Association), the Military Order of World Wars, the American Legion,  the Veterans of Foreign Wars, the Disabled American Veterans, the International Congress of Military Officers (CIOR) an organization dedicated to enhance NATO operations, and was Knighted in that organization in Turkey. He was inducted into the U.S. Army Infantry OCS Hall of Fame. Charlie initiated the Armed Forces Community Relations Council, and was a proud member of the Navy League. Charlie loved being a member of the “Last Man’s Club” and became the last man.

Charlie was a member of St. Andrew Catholic Church. Friends may call Sunday 2-5  p.m.  at EGAN-RYAN FUNERAL HOME Northwest Chapel, 4661 Kenny Road, Columbus, Ohio.

Mass of Christian Burial will be at Saint Andrew Catholic Church , 1899 McCoy Rd.  Monday 10:30 a.m.
